What the f*ck? Have you tried unscrewing the bolt completely out and pry the clamp open with a flat head?

Have you tried using a torx key to remove the bolt? That sometimes helps grab the bolt if it's stripped (I'm presuming thats why it's stuck). Otherwise just drill out the lockring and replace it.
